Upstream is empty in multi-server setup and health checks cannot be disabled

Describe the bug

In a multi-server setup, it is not possible to call up the overview for the Upstreams or to deactivate the upstream health checks from a slave node.

To Reproduce
Steps to reproduce the behavior:

1. Go to '...'
2. Click on '....'
3. Scroll down to '....'
4. See error

Expected behavior

To access the Upstreams overview and disable individual health checks.
