Consider the removal of note execution hints

• not currently enforced: the note constructor for some note standards may introduce a hint but it's only at the standards level; a user could still bypass this with their own constructor, thus causing extra work for the node to still check execution
• we mostly (or always?) default to the ALWAYS variant

I agree. These are only hints, not enforced conditions, and we currently don't use them in the NoteConsumptionChecker - we always execute full transactions anyway. We could start to use them, but this would only optimize a few edge cases like P2IDE-style notes that are only consumable past a certain point. So, overall I don't think these are useful anymore.

I am in favor of removing execution hints, I don't think they are really used by any of the pioneers. The hint is always set to ALWAYS
