FB20975064: No scroll edge effect is applied to Dictionary.app on macOS 26.1

As shown in the screenshot attached, neither soft nor hard scroll edge effect is applied to the toolbar. It makes the window title in the toolbar not legible and appears to be a unexpected behavior to be fixed.

Steps to reproduce

1. Open Dictionary.app.
2. Type something in the search bar (e.g. “dog”).
3. Scroll the content view.
4. Confirm that neither soft nor hard scroll edge effect is applied to the toolbar.

• macOS: Version 26.1 (25B78)
• Dictionary: Version 2.3.0 (294)
