(WIP) UI clean-up

We intentionally moved quickly using only the base implementation of the USWDS. There is a lot of room for refinement.

• Clickable areas on radio/checkboxes - Airtable record
• Breakpoints
• Edit mode on review
• Worker rules service results UI (incl maybe sticky header of current results, tightening up spacing for more pro-user efficiency)
• Worker navigation
• DOB auto-tabbing - Airtable record
• Next and quit applications being too close - accidental clicks (increasing space, warning before quitting) - Airtable record
