No user creation during setup

Good day,

I understand that this isn't being maintained for a while now, but this is the only docker image that's working on my synology DSM.

My issue is right after http://mysite:10180/setup/upgrade_tables, it goes to http://mysite:10180/setup/complete and then straight to the session/login page. No user creation, thus I can't really do anything at the login page.
