Update geo_mapper in `tiltIndicatorBefore` & do filtering process again

Hi @SKruthoff , @bobresink ,

I updated the geo_mapper based on new geographies in v3.10 and it would be great if you could integrate it into tiltIndicatorBefore (Sven) and the filtering process after matching (Bob) asap.

The only thing has changed is that I replaced "europe, without russia and turkey" with "europe, without russia and türkiye" (they adopted the new name of the country in ENG).

Please note I colored the country IDs in red because I don't know whether they are still up-to-date. I think it's best if you double check it.
