[Bug]: 自定义路由规则使用同一策略组启动失败

Win11, v2rayN 7.17.3

预期情况

访问流量根据路由规则分流到同一个策略组中

实际情况

#7944 提出过outboundTag指向同一节点时存在该问题。但若指向同一策略组，似乎该问题仍然存在。

复现方法

在路由规则列表里创建了两条outboundTag指向同一策略组的规则
