Remove restriction that notes have a dependency on 2fa

• I have searched open issues and pull requests. The issue I'm creating is not a duplicate of an existing open issue or pull request.

Information about the feature to be added:

It currently is a requirement that the "notes" field is only added when 2fa is present. I'd like to add a note to an entry that only has a contact field. I've looked at the API and at the website, and I don't see any reason not to allow this.

Would the team be open to dropping this requirement?

Thanks for raising this issue. Could you please provide us with some examples of the kind of notes you would want display on sites that currently do not support 2FA?
