Force Ini Load via cmd #76

It would be nice to force load a specific ini the moment tcp connection is received. Mamehooker allows this also. Why is it usefull? Some games
are detected only after a certain event happened. that can be rather late into the game. if you have passive lights controlled by HOTR they will not show up.
could look like this :
"D:\hotr\hookofthereaper.exe "mamestart|crazytaxi|Mame"
that would go along with mamehooker cmd.
