Add Parameter Comment to Parameter Tooltip in Parameters Tree

Right now the tooltip just shows the value in the cell, which can already be seen. It would be helpful if the comment that was attached by the developer was displayed in the tooltip as well. The comment should not be added to the tooltip if the user did not add a comment.
