Implement IMDSv2

• I am using the latest release of AWS Vault

Trying to use kops current version 1.18.2 with aws-vault in server mode fails (see details). It looks like the AWS SDK expects IMDSv2 and takes a long time backing off if it cannot connect.

Please either implement enough IMDSv2 to support the AWS SDK or figure a way to make it fail faster.

I just tried to use --ec2-server with Deno via https://github.com/cloudydeno/deno-aws_api/blob/main/lib/client/instance-metadata.ts. However, that library only supports IMDSv2 but the --ec2-server in aws-vault only supports IMDSv1 so I cannot use these together. I'd love to see IMDSv2 supported in aws-vault if possible.
