Implement the eCard-API Framework interface

This Epic covers the implementation of the communication between the eID-Server, the eID-Client, and the eID-Document as required by TR-03112-7 and TR-03130 Part 1.  
It includes establishing secure channels, supporting PAOS/SOAP bindings, implementing the required eCard-API functions, and handling authentication protocols.
