User filtering errors

Overview

There are some errors when filtering users.

Steps to reproduce

1. Go to Users from the main navigation;
2. Filter without entering any criteria;
3. [] should appear in the Username field. No results appear.
4. Filter again - crash with bad data received.

Expected behaviour

Filtering without criteria should either show no users or show all users. [] should not appear.
