How can I specify an encoder and bitrate for encoding an ADM file ，such as aac 320kbps？
Using iamf-tools， PCM codec has been imposed

That's not directly available from encoder_main.

A workaround is to do this in two steps.

First, use the separate adm_to_user_metadata which outputs intermediate wav files and the UserMetadata proto to control encoder settings.

Something like bazel-bin/iamf/cli/adm_to_user_metadata/app/adm_to_user_metadata_main --write_binary_proto=false --adm_filename=input.wav --output_file_path=/your/adm/output/path/

Then update the LPCM CodecConfigObuMetadata in the proto to be an AAC one (example). You could manipulate the proto programmtically, or by hand.

Use the updated proto with encoder_main, the resultant IAMF file will match your new settings. Example: bazel-bin/iamf/cli/encoder_main --user_metadata_filename=/your/adm/output/path/updated_with_aac.textproto --input_wav_directory=/your/adm/output/path/ --output_iamf_directory=/your/final/iamf/path/
