Compile error on Windows

I try to compile iamf-tools on Windows

bazel version: 7.4.1

CMake Error at CMakeLists.txt:39 (project):

   'nmake' '-?'

  failed with:

   no such file or directory


CMake Error: CMAKE_C_COMPILER not set, after EnableLanguage
-- Building for: NMake Makefiles
-- Configuring incomplete, errors occurred!

I have installed cmake on windows, I don't know the reason of that error.

Ok. Looking into it.

The bazel actions log looks a little bit different here. The only reason it uses CMake is to run this line, in order to generate the header file for expat. I think we could do find a way to do this without CMake. Possibly the issue is that your system is trying to use NMake, and I'm not sure it is configured for this dialect of Makefiles.

The GitHub actions build log for windows looks a bit different here.

Actually, I meet following error before the above error:

In above error, because there is logs CreateProcessW("c:\tools\msys64\usr\bin\bash.exe"
so I installed the msys64 on PC, then 'nmake' error appears.

Do you know why bazel will create process c:\tools\msys64\usr\bin\bash.exe ...?
