Broken systemd service for throttled

### Bug description

ExecStart should be
ExecStart=/bin/python3 /usr/lib/python$ABPY3VER/site-package/throttled/throttled.py

Maybe a patched service file is better than sed commands?

### Steps to reproduce

systemctl start thermald
then you get error messages.
