BUG: Refactoring Lazy Ballot Initialization #230

Issue Description ✍️
Currently, Election.sol contains the exact same logic in both userVote and ccipVote to initialize the ballot if it hasn't been yet.
Modifier Fix: we can create an ensureBallot modifier to handle this logic automatically.
