Publish the Crypto 1.3.0 and PQC Extension specifications (#250)

Update the website github pages to include builds of the Crypto 1.3.0
and Crypto 1.3 PQC Extension documents.

Also retire the PAKE extension as this is now integrated into the Crypto
API.

Fixes #245
