M21_IB_1: Is Get System Interface Capability (0x2C) mandatory for SSIF requirement M21_IB_1

According to the SBMR requirement M21_IB_1: Verify IPMI Inband SSIF Interface Capability, the specification states that the system shall support IPMI Inband SSIF capability. However, it does not explicitly require the BMC firmware to implement the IPMI command Get System Interface Capability (0x2C).

In the current test suite, this IPMI command is used as the basis for determining whether SSIF is supported.

Questions, should the "Get System Interface Capability" command be considered mandatory for systems implementi ng SSIF, and the spec updated accordingly? Or should the test suite be updated to detect SSIF capability without requiring this specific command?

Clarifying this point will help align implementation and validation across the industry.
