Use the new GeoJSON parameter files instead of the shapefile based ones

ITS_LIVE project is planning on updating all the parameter shapefiles in:

s3://its-live-data/autorift_parameters/v001/
```
to GeoJSON (or similar single file format). When they are available, we should cut over to them.
