Ability to have a "meta" subsite

This would work somewhat like the languages, but wouldn't be tied to drupal's language support. It'd simply let you have a walled-off section for discussion of the site itself.

Of particular importance:

• searching shouldn't cross this boundry
• tags should be different
• mandatory tags should be different
• reputation gain/loss rules should be different (possibly: completely inactive)

It'd be nice to also have:

• different theming
