Imaging target during charging action

Switching from an imaging action to a charging action can leads to the previously tasked target being imaged during charging action.

To Reproduce
Simulation with imaging and charging actions.

Expected behavior
Targets should not be imaged during charging.

Version:

• Python: 3.11.9
• Basilisk: 2.2.2
• Platform: MacOS 15.3.1

Additional context
It is not a frequent behavior.

I think this has to do with the image timing out right as the instrument is triggered and the action is switched to targeting, leaving the imaging controller command on HIGH
