[PE-D] Not sure how the cap, modreq, module features work

[nus-pe-bot]

based on the user docs,

I am not able to utilise the cap, modreq, module, mymodplan functions.

I dont know how to:

1. add modules and grades to my cap
2. add module requirements
3. add modules
4. do moduleplanning

and some features from the user guide return unknown command which should not happen

such as
mymodplan

For the other features cannot test because I cannot add stuff.

in my opinion if yall havent implement these features yet just choose the most wow one then implement it cos no time already so dont waste time implementing all the 'meh' functions.
