It could lead to overused of this feature.

Add Service chapter showing stats of using this skip label.
- comparison of PR authors and their usage of skip label
- comparison of Issue authors and their usage of skip label (with assignes)
- comparison of issue types and their usage of skip label (with no Type)
- comparison of labels their parallel usage of skip label (with no label)
