Supporting a Python API on the Sampler level for assisting research

It would be great to cater to the needs of users more active in research around sampler methods, who wish to draw comparisons to "industry standard" solutions.

Adding a Python API for the Sampler interface directly, rather than just the individual tools which employ the samplers, could provide researchers value here.
