A option to select between "Block" and "Modify" for NRDs

For all the domains which are blocked by NRD filter, dashboard shows it as modified and on browser it shows ADG blocking page.

Proposed solution

There should be option if person just wants a simple "Blocked" that is "0.0.0.0" response to such NRDs instead of ADG blocking page.

I would even say they should be the default behavior and should respond to / change based on "Respond to blocked domains" selection for that server.

Best way to do that would be something like what NextDNS does (in the image below), instead of ADG blocking page.

But I understand that would require a lot more work/re-design and currently best way to keep track of NRDs count is to display modified count. If that's the case, then I am okay with this issue being marked "Close as not planned"
