Allow Future Roles when the limit of 1 is set per role #1960

We have our annual elections a few weeks before the end of the year. Data entry is cumbersome, so doing this right away while things are fresh make it easier to transition. As a result, it would be beneficial to allow setting two members to a role at the same time providing their dates don't overlap when the number is 1. This way, we can have continuity without the gap from the time the previous one expires to the new one being set.
Describe the solution you'd like
The only way I could think of this working is during the Role Selection setting the start/end dates there. Using "today" for start with end being the 9999 date will satisfy the 99% case while providing the option to set the Future roles during our elections.
Describe alternatives you've considered
Alternative at the moment is to allow two people per role to get the initial officer/director in. Add the new officers and set their future dates, then rollback the limit for the role.
