Main publish should not have concurrency limits

The publish of images from merging #268 was cancelled when completely independent PR #270 was merged. That PR actually failed it's publish job (#273) so we ended up with no images published.

I'm not sure it makes sense to concurrency limit on workflows triggered by merge, but then it might not be possible to have a different config depending on the trigger?
