Cleanup Readme for Use GH Codespaces for this repo

@dckc made following two suggestions:

1. A more concrete estimate of the time each step takes needs to be provided and made more prominent. (This should probably be postponed for now as the actual steps are WIP).
2. Reduce the rest of the instructions to button that says Open in Codespaces.
