Separate when index file not found and index description in manifest not found

When, during fetchIndex, an index description not found in the manifest, this is RemoteResourceNotFoundException, which should be directly reported to the broker. If the description exists, but the index file itself is not found, this is a corruption that must be reported as RemoteStorageException.
