Close event is called `onToastClose` meaning event handlers must be called `ononToastClose`

Steps to reproduce

When the toast closes, it fires an onToastClose event. But the on should not be included in the event name that's dispatched.

Expected behavior

I can create an event handler like <auro-toast onToastClose=..., instead of <auro-toast ononToastClose=...
