Dockerize tools

Some of the Python annotation tools have incompatible Python versions. As such, we need to dockerize them and create a script to run them.

Need to decide: should all tools be packaged separately or grouped by Python version?

Level 0 pip install macta
Level 1 Singularity
Level 2 Venvs
Level 3 Backend API

MACTA.R:

It can be 2 things
Standalone package
Part of MACTA all

Potential issues:
Figuring the dependencies for Python packages
We need tests on real data for Python
