Upload error on Windows 10 (64 bit): couldn't open wch link device (libusb_open() = -5) #21

I am able to compile and upload using the CH32 MCU EVT Boards Manager.
I'm using a WCH LinkE R0-1v3

When I use this Board manager it compiles but upload fails:
"C:\Users\User\AppData\Local\Arduino15\packages\alexandermandera\tools\minichlink\1.0.0/minichlink.exe" -w "C:\Users\User\AppData\Local\Temp\arduino\sketches\36200216990A45060556E88C735883C0/Blink_CH32V003.ino.bin" flash -b
Error: couldn't open wch link device (libusb_open() = -5)
Error: Could not initialize any supported programmers
Error: Could not initialize any supported programmers
Failed programming: uploading error: exit status 0xffffffe0

I've tried uninstalling and re-installing the package.
I tried running USBdriverTool to change the driver for WCH-LinkRV to LibUSB - WinUSB: got error: "Cannot update driver for the device: Unknown error.
