BUG: bump compat for julia to match minimum tested version. - #329

This patch is a little roundabout, since the error stems from a mistagged patch release of a dependency, not directly related to the Julia LTS version 1.9. But the justification of lower bounding on what is actively tested makes sense, considering that there are no formal checks that dependencies actually follow semver. |

Julia LTS is now 1.10, so Decapodes will now drop 1.9 support. |
