Yeast Starter in the Fermenter (and Brewing Vat) cannot be made

See title. Yeast Starter plus any form of flour does not make additional Yeast.

It's most likely that the production doesn't work because of the "food" involved having a different date from the items being used (and therefore being considered invalid).

In fact, everything rots in every recipe, when TFC does it where there isn't a timer on the foods?
