Rework how lang generated

Minecraft Version:
1.21.*

PonderJS automatically generates a lang file for missing language keys inside ponder scenes. This also triggers on game starts which can cause multiple errors:

• Other mods relying on Ponder will crash the mod if they try to access the level to early
• In generel the minecraft level is not available yet.
• Using mod ids from other mod causing their scenes to also recompile and this can cause error too if thats to eary

Solution:
Either remove the early lang gen or find a later point when generating lang would work, maybe user joins world?
