Feature: An organisational user can navigate to administrate system user page

Description

An organisational user can see the link for system user
If orgnr does not have dagligleder/tilgangsstyrer/hovedadministrator, delegation check fails when creating a system user. It should fail earlier already by check against authorize (with extension check with endpoints)

Actors:

• Organisational User : A private person login to altinn and representing organisation

Required Roles

• Altinn rolle: Tilgangstyrer eller hovedadministrator
• Enhetsregister rolle: Dagligleder

User Interface

• System user link in AltinnII profile page.

Acceptance Criteria

• An organisational user(person representing an organisation) is able to see the link to system user in profile page

• An organisational user is able to navigate to "administrate system user page"
