Design a shared end-to-end agentic-AI pipeline with defined roles and control points

Description

Define a common pipeline for using agentic AI across the full product/service lifecycle (needs & problem framing, product work, analysis, design, development/testing, documentation, delivery, operations, and continuous improvement), building on the current-state findings from the mapping issue in this epic.

Business Goal

Reduces fragmentation and duplicated effort, and gives teams a known, safe pattern instead of building bespoke governance every time.

Acceptance Criteria

• Documented pipeline stages with clear roles, responsibilities, and decision/control points at each stage.
• Control points align with Epic 6's (Epic 6 - Establish Minimum Viable Agentic AI Governance — KITT Team #74) governance requirements (classification, approval gates, kill-switch) wherever agentic AI is used.
• Reviewed with representatives from product/business, design, development, and operations.
