Prevent strange behavior when travelling at the speed limit

The human interface at least behaves strangely when driving at the speed limit. Add tests to check and fix the simulator.

I think it has something to do with how negative the reward gets because hitting a pedestrian at that speed essentially makes the score negative infinity.
