New REST API endpoint: `/system/diagnostics`

This endpoint would return information useful in a support "must gather" tool.

Do we need to be concerned about possible leakage of sensitive information (even if it's just java VM info) if we implement this endpoint? We could protect it behind Admin privs, but that makes it a lot less usable.
