Package fails to resolve with a 403 status code

I am unable to resolve this package in my project because it returns a 403 for both PDFNet and Tools. Manually requesting the URLs (https://www.pdftron.com/downloads/ios/packages/9.1.0/PDFNet.xcframework.zip) returns a 403 as well.

As a result, the project can no longer build successfully.
