New UI: misc tool disabling and spacing

Describe the Feature Request

If I disable one or more actions of the toolsOverlay, the spacing isn't adapted an the remaining actions are displayed within a too wide overlay.

Describe Preferred Solution

The width of the overlay should fits its content.

Ideally, no overlay and miscToolGroupButton should be even displayed if the group contains only one single action.
