Implement plugin for QEC-X

Implement plugin functions of QEC-X which are exposed to QEC-X.
This task should carefully consider authentication and data processing. Having local Aqueduct installation and cloud QEC-X installation:

1. QEC-X will need a separate authentication mechanism.
2. Aqueduct should be accessible from the outer network.

Partial solution is DataString, but this still require QEC-X authentication.
