image API: fails with some width/height with !

My understanding of the spec is that https://iiif.archivelab.org/iiif/rashodgson68$1/full/!2000,145/0/default.jpg should always return something (even when the image is smaller than the dimensions), but in that case it's just a 404

@eroux that's probably true :) possible it's a problem with https://github.com/mekarpeles/iiif2 (may benefit from adding a test case which fails in https://github.com/mekarpeles/iiif2/blob/master/tests/test_iiif.py and creating an issue there). Speaking from a position of honesty, I'm unlikely to have the time to fix this one; happy to review and test a fix.
