[feature request] Add an Instrumentor for Open Agent Specification

Open Agent Specification (Agent Spec) is a portable, platform-agnostic configuration language developed by Oracle that allows Agents and Agentic Systems to be described with high fidelity.

More specifically, Open Agent Specification Tracing (in short: Agent Spec Tracing) is an extension of Agent Spec that standardizes how agent and flow executions emit traces.

It would be useful to support Agent Spec Tracing with a new Instrumentor that converts and emits Agent Spec traces in OpenInference format to compatible backends (e.g., Phoenix).
