Functional evaluation of timestamp preservation in storage implementations

Background

The dotnet libraries in the ipfs shipyard now support POSIX-related AddFileOptions such as:

• PreserveMTime
• PreserveMode
• Mode
• MTime
• MTimeNsecs

Problem

While these properties are implemented, they are untested.

Solution

We need to investigate and test that these properties work as expected, especially in the context of our OwlCore.Storage implementations in OwlCore.Kubo and OwlCore.Nomad.Storage.Kubo.

If needed, we can use this to push forward Arlodotexe/OwlCore.Storage#23 (comment) for proper cross-implementation support.
