Create "Build Validation" scripts

Background

Strix has a lot of build scripts. They contain everything needed to create a release, and there's a guide to help string them together into a working solution.

Problem

Build validation is currently done 100% in Azure DevOps, including the entire setup. We want to be able to run build validation locally.

This is a prerequisite to #201.

Solution

Create this missing script.
