Add benchmark coverage for the market-making quote path when regime gating and toxicity inputs are enabled.
Acceptance criteria:
- Add or extend a benchmark that isolates quote generation.
- Include baseline parameters and at least one stressed regime/toxicity case.
- Report allocations if the benchmark framework supports it.
- Do not change model behavior in the benchmark PR.
