Strange Level behavior when linking Revit made IFC back into a Revit project #532

IFC version 23.1.1.0
Revit Versions: 2023.0.2 and 2022.1.3

When importing IFC file, Levels in the imported file are moved away from the model

For testing I made a simple project, Shared Coordinates set with Specify Coordinates at a Point.
Exporting to IFC using Shared Coordinates.

Importing the IFC into empty Revit 2023 project moves the levels in the link to 0 relative to the model. In this example 37100mm under the model. The model ends up in the right place I would say.

Using File->Open->IFC will open it correctly

More testing showed that If I use the Default Metric Template for Opening IFC’s it works a little better.
In 2022 I think it was all Correct except it made two Level 2.
In 2023 I only got Level 2 in the right place. Level 1 was gone all together and was not made. Strange!

So, there can be some setting in the Template relating to this. Maybe because the Survey Point is Clipped? Clipped Survey is not an option, and both my Template and Default Metric opens the IFC Correctly using File->Open->IFC
