VMs started with the `--persistent` flag don't show as running

When running a VM with the persistent flag I would expect to see it in the list of running VMs with hostmgr vm list.

1. hostmgr vm start xcode-16.2-macos-14.7.1-v1 --handle cat
2. hostmgr vm list
3. Expect to see 💻 Local | cat | 🟢 Running | 120.03 GB

Tested version: 0.51.0
